CGT direct aid procedure with American Chinese Culture and Education Foundation (ACCEF)

  • Each new project site starts with five students, and the number of students assisted is adjusted based on the progress of the work.

  • Chinese volunteers, following ACCEF's requirements, conduct home visits for students in need of assistance. These visits are completed by at least two volunteers together using the ACCEF's standardized Home Visit Survey Form. The home visit survey must include photos of the student and their family situation and provide detailed reasons why the student needs assistance.

  • After the Home Visit Survey Form is sent to the United States, it is jointly reviewed and approved by relevant personnel, and the assisted student is given an ID number.

  • Students are generally assisted starting from the fall semester of each academic year. Donors begin contributing funds for the new academic year in the summer of each year. Once the Rainbow Project Team receives the donation, the relevant information is registered and archived.

  • After receiving the donation, Chinese volunteers distribute the funds to the assisted students in the fall and spring seasons, and simultaneously fill out the "Education Support Certificate." This certificate must include the signatures and contact numbers of the handling person, the school representative, and the student receiving the funds. The certificate must be stamped with the school's official seal to be effective. The original document is sent by Chinese volunteers to the ACCEF volunteer responsible for domestic document transfer and then sent back to the foundation headquarters for archiving.

  • At the end of each semester, Chinese volunteers will revisit the assisted students and fill out the "Student Revisit Form," which includes the semester's grades, the student's letter, the class teacher's comments, and opinions on whether to continue the assistance. All student revisit forms are sent to the ACCEF volunteer responsible for domestic document transfer. At this time, American volunteers must coordinate with volunteers in various regions of China to collect all materials before issuing the payment notice for the next academic year to the donors.

  • New academic year donations are collected starting in June each year. When sending out the payment notice, the "Education Support Certificates" (two copies for fall and spring) and the "Student Revisit Forms" (two copies for fall and spring) from the previous academic year, along with the student's letters, are sent to the donors. If any of the "Education Support Certificates" or "Student Revisit Forms" are missing, the next semester's assistance funds will not be issued temporarily.

  • Upon receiving the payment notice and student materials, donors confirm their continuation of support and send the donation to ACCEF.
